Yes on all Europe Magic Wand with a serial number below 1400000.

Above the serial number the delay is removed and the Europe Magic Wand will start right away.

Previously we have added the delay to make the product more child safe as an argument for obtaining CE compliance. It is however ours and the regulatory labs (notified body SGS) opinion, that we do not need the delay, because our button is not too easy to activate. If a child manages to activate it, the massager is just running at the lowest speed. This should not imply any immediate danger, and for this reason we have removed the delay.
